Verify which Drive-backed control engines actually have folders and ledgers. Safe activation reuses each engine's own initialization logic when compatible; it never invents project records.

ACTIVE VERIFIED means the expected Drive ledger exists. It does not mean the ledger contains real project data, that every workflow has been exercised, or that any external action was performed.
